Is there a rationale for that rule?  Might it be a holdover
from days when VTOCs or CVOLs were organized as
a hierarchy of directories?

And another mysterious rule is that the programmer must
have read access to the original data set name.  That's
hardly security; a programmer with read access to the
archive can read the data with another tool, regardless.
It only impedes the use of DFDSS  as an interchange
vehicle.
