If you are saying that saving as XML isn't an option, I have to ask what release of z/OS are you running? Saving as XML has been an option for at least a decade and has been the default for years. While I was not aware of REXXWLM in MXG (thanks Michael!) it only works if you still have the current policy saved in ISPF tables.
I think the question behind the question here may be, what are you trying to accomplish and what tools do you have available to do it? If you have zOSMF functioning, its WLM feature may help you but I think (I don't know for sure) that it can only read XML. If all you want to do is see what is in the policy and overrides, printing it from the ISPF dialogs may give you what you need. If you want to change the policy, you will definitely need either the ISPF dialogs or zOSMF at the level it supports WLM.
