Thanks for your response . $DPCE(CNVT) indicates 4 PCE's defined and created

 $HASP653 PCE(CNVT)      COUNT=(4,4,0),ACTIVE=0,TRACE=NO

Also , CNVT_ENQ is set to FAIL
