IMHO this is matter or authorities.
My laptop - I can install Notepad++, HxD and any other *free* editor. With any options I need. Company laptop -  I cannot even create .BAT file, not to mention custom tools. Notepad++ ? It is allowed ...except it disappeared suddenly due to some vulnerability. When? Just two days before I needed it and Notepad was not enough. Few months later it was back. Few months. That's why I understand people who's trying to do quite simple things, which are not so simple, because admin mode is unavailable. This is the case. Actually the report *is broken on z/OS side*, but it could be simply circumvented on regular Windows PC *with* authorities.

Notepad was a great product. Than W11 came and MS improved it.
