You are correct that SCRT will limit the billable 4HRA to Defined Capacity. I 
think you are missing something in your analysis. That is, WLM manages the 
LPARs to their defined capacity interval by interval, while allocating General 
Purpose Process resources to the LPAR. IF you set DC=0 WLM will begin to limit 
the capacity available to the LPAR to zero. If you set the DC at 12:22 to zero 
WLM will limit the LPAR. 

WLM limits the real time usage of the HARDWARE, SCRT's roll is to apply those 
limits so the billing (or reported 4HRA of the LPAR) does not exceed the 
DEFINED CAPACITY value you set.
