I know that Passphrases can be used to signon to CICS and TSO.

TSS does allow for both Passwords and Passphrases depending.

I have NEVER turned on Passphrases in RACF for anything.

Does RACF support Passwords and PassPhrases at the Sametime

On an either or basis

IMHO the passphrases are *the easiest* thing to implement. I mean all RACF password-related enhancements since 1999 (mixed case, special characters).
You can enable it for any user you choose.
Passphrases are supported anywhere except old developed in house applications. TSO, CICS, FTP, console, OMEGAMON, etc. do support passphrases.
The only disadvantage I know:
A user cannot decide to switch from password to passphrase. It has to be done by RACF admin. BTW: a user can have *both* passphrase and password. The second one can be understood as emergency one.
