Of course you are right, and Lennie's answer is also reasonable.
However it is "quick & dirty" method to recognize whether the dataset is or is not encrypted. It won't work to recognize poor (weak) encryption, or chinese (or other) content. However sometimes we want to know whether the STRONG encryption was used or not. Just yes/no.

BTW: I used DSS PRINT TRACK when teaching pervasive encryption course.
