I think that this is happening because the DDSW(YES) parameter is present, and 
the target device is not provided.
For this combination of inputs, FCWITHDR will remove any _target_ relationships 
on the specified device number, and start background copy for any _source_ 
relationships on the device.
Since the relationships on that device are source relationships and they were 
already copied, it is effectively a no-operation.  If it weren't an incremental 
copy then the relationship would disappear on copy completion.
The underlying reason for doing it this way is that with only the source device 
specified, if there were multiple target devices the command would not know 
which one to remove.

You would need to specify the source and target device, and leave off the DDSW 
parameter.  When both devices are given, it should remove that specific 
relationship.
