I would try to track down what some of those hosts are and try to find who owns them and see what is going on. As somebody else stated, that state means that the connection is being terminated and your waiting for a finial ACK.
You may want to leave one there and monitor it. I thought that TCP would clean that up after a few minutes, no more than say 15 minutes. Do you use port 23 for regular telnet or TN3270. Not that it matters, but it's a little strange to me to see either one of those type of connection get hung-up and session disconnect time.
