OpenEdition was announced as a feature of VM/ESA version 2.1 in https://www.ibm.com/docs/en/announcements/archive/ENUS294-524. With z/VM version 3.1 it was integrated into the base as OpenExtensions in https://www.ibm.com/docs/en/announcements/archive/ENUS200-358.
