I seem to recall, but can't find anything that confirms my recollection that 
certain HLQs such as SYS1 and PAGE have special powers as relating to systems 
programmer type management activities. Can anyone point me to the documentation 
if true, or tell me I'm incorrect if I am? Thanks.
