On the z/OS V2.x systems that I can access, the PDS (not PDSE) with the IBM-supplied C headers is <syshlq>.SIEAHDR.H where <syshlq> is whatever your z/OS install process set up. Many IRXxxxxx headers are already done for you by IBM.

IRXINIT(‘FINDENVB’) will fetch the environment block. All of the REXX mapping macros have been converted to C structures and can be found in /usr/include/zos (there is a PDS/E but I can’t remember what it's called). FWIW, writing external functions in C/C++ is a bad idea unless it’s main routine. The overhead of standing up and ripping down an LE environment is huge. Metal/C is an option.
