indicated by the ACB APPLID field (or supplied by the operating system).
This error might have occurred for one of the following reasons:

  The VTAM operator deactivated the APPL entry

  The APPL entry was never created

VTAM is trying to recover for persistent sessions and the application is not in pending recovery state
