Perhaps few.  Those that don't may have various reasons, some good,
most bad:

o A (mis-)perception by operations personnel that allowing test/
  development programmers to use a scheduler would introduce
  security or integrity exposures, or require unavailable
  computer resources, or require support personnel resources.

o A sentiment among operations personnel that the scheduler is
  their toy and others shouldn't be allowed to play with it.

o A decision by the scheduler vendors that there is no business
  case to design for control of test/development jobs providing
  security, integrity, and freedom from ops personnel intervention.
