Protected Key is supported with CPACF (CP Assist Cryptographic Facility)
and does not *require* a CryptoExpress option. Perhaps you meant to write
"but not secure key."

According to IBM's documentation Protected Key is available on System z10
(EC and BC) and higher model machines with CPACF enabled (or with
CryptoExpress3 or higher, although I'm not sure if you can have
CryptoExpress without enabling CPACF -- that would be a bit odd). On System
z10 machines specifically you may need to apply a driver update to enjoy
Protected Key support.
