The only other thing I can think of is that some operators (some outsourcers for example) might not have — or know how to perform — capacity measurement, planning, chargeback accounting (ugh!), or contractual arrangements when running the CFCC on general purpose processors (CPs). Those are not a technical limitations. You/they can do all of that for CF workloads straightforwardly. But those "technobusiness" factors might explain some reticence if you're observing any.
