This is a major issue on z/OS today.
My laptop has 10 cores/12 logical processors. I'm developing on the laptop for z/OS. I constantly have to be aware that my code needs to run in an environment with much less capacity.
With CPU power in such abundance everywhere else, it makes perfect sense to spend CPU time to save developer time. A computing platform where CPU capacity is so constrained becomes hard to justify.
