They are down every other Sunday from roughly 9:30 to 15:30 US Central time.
I don't think they have ever said "it will be exactly every other Sunday" but it pretty much always is exactly every other Sunday (including today). I would guess the reason is something like "routine maintenance." Why do they have to take z/OS down to apply maintenance? I don't know, but they have a non-standard configuration in which system volumes are shared across VM guests. The impact on US-based ISVs is minimal but I can see how if you were in Asia or perhaps Israel it would be somewhat inconvenient.
