JES is a subsystem, but only one instance.  JES2 only (FSVO) recently
(z/OS 1.4 or 1.5, IIRC) came to allow VB instream data sets.  JES3
much earlier.

This doesn't contradict that subsystems other than JESn were supporting
VB data sets even far earlier.
