Most spool usage problems are caused by a small number of greedy jobs, however it is possible that you have a "death by a thousand cuts" scenario with a very large number of small consumers.
There are some SDSF displays that might help : (o) JRJ (JES2 resource by jobname) - you can use the optional parameter values "C" or "R" to show the data by usage count or by consumption rate (o) JRI (JES2 resource information) - a high level view of resource usage for both non-privileged and privileged resource usage (o) RM (and RMA) - JES2 resource monitor overview and alerts (o) ST command with a filter for TGNUM (track group usage number) or TGPCT (track group percent) Be aware that the ST panel could take a while to gather the data as some of the displayed fields require JES2 spool I/O If you have spool issues on a regular basis, then automated operations can help schedule JES2 operator commands to maintain output retention by installation policy.
