Len, The link is active, however most browsers stopped supporting FTP access. You can use FTP Clients such as (Filezilla, Winscp...or the good old command prompt if you are on windows) using Anonymous logon and you should be able to download the document. If you are having trouble downloading the document, I can send it offline as IBM-MAIN list prohibits PDF file as attachments.
