It most certainly does!!! Commercial use of any kind is prohibited.
It's called the "Learner's Edition" because it's made available strictly
for people to *LEARN* ... not for them to develop commercial, for-sale
software.
In that sense, it is not really the "hobby" license the user community
has been requesting for decades.
But, it's a major step in the right direction...
