Hmmm ...  My experience has been that (in some cases) FTP clients
use apostrophes simply to protect special characters.  IIRC, on Solaris:
    GET wombat '| wc'
piped the transmitted file into 'wc'.

But there's no guarantee.  RFCs generally don't specify the behavior of
clients.  For example, no standard governs the FileZilla UI.
