Look up the ZSTART ISPF variable. You can set it up with a list of commands to perform each time ISPF starts.
You can also find an ISPF dialog that I wrote called ZSTART that makes setting up and managing the ZSTART variable easy. It can be found on my website and on my github site (see below). Lionel B.
