This is what the manual says for z/OS v2.1:
Alter new name of a GDS, non-VSAM or cluster failed because an ACS service 
returns a non-zero return code.
It also says: ACS reason code = catalog reason code + 1000

So check your acs routines to see if they are intervening.

I am trying to rename the cluster part of VSAM but it fails with below message
