SMP/E holddata includes an IPL reason so it is easy to look at your own
system and see what maintenance requires an IPL.   Also much of that has
mitigating procedures provided to avoid an IPL.  Entirely possible to go a
year without IPL and be 100% secure, but more importantly with SMP/E it is
easy to know your actual state and decide intelligently.  Most other
servers make selective fix application very difficult and even impossible,
so this is a z/OS point of differentiation over cloud etc.
