There is nothing wrong with staying at 2.2.  Of the sites that we support, 
several of them (11 out of 130) are running at or below z/OS 2.2.  3 of them 
are running z/OS 1.8 and one is still running z/OS 1.4, those sites all plan to 
deinstall "some day" and felt no real reason to upgrade.  They are "happy" 
where they are, and so long as the hardware they have supports it, even if 
under z/VM, they will probably stay there until they finally evaporate.  

On the other hand we have had more than 20 clients that had decided to move off 
the mainframe come back.  In most cases, they had never really converted 
"completely" off, so it wasn't a big deal, but for a couple, we had to 
completely re-install and almost start from scratch.  We learned from the first 
time it happened to take exhaustive backups whether they want it or not before 
the final shutdown. :)
