That looks like the standard Perl infrastructure for interfacing to C. How does the called C code read and set Perl variables? How does a Perl script running in nested environments pass a command running in a specific environment? Think multiple ADDRESS statements in a REXX script with all of TSO, IKJEXEC and ISREDIT.
Embedding scripts in HTML is old hat by now, and not what I was referring to. Hmm, how about an RFE for ISPF panels with embedded Perl code?
