PDF is a format for storing documents that have already been rendered, not a format for writing documents. The competition to PDF is Programs like BookManager Read.
Script, GML Starter Set, BookMaster and BookManager Build all provide markup languages; their competition includes DocBook, LaTeX and MarkDown.
