We 'purchased'  a system from another site.
The jobs that came with the system do not have a CLASS parameter specified.
They do have specific values in the accounting fields that are supposed to 
assign the job to specific classes.
I assume they had an exit that did all of this.
This sounds like ThruPut Manager.  I never used the product myself, but when I supported WLM I worked with many customers that used it. The product had  a lot of flexibility in assigning job classes and WLM service classes from data derived by scanning the JCL when a job was submitted.
