OK, since I didn't see anyone else asking of OP: why this preoccupation with reading the active SMF MANx? When I converted to SMF log stream, I never even fleetingly considered delving into active data. What do you expect to see there that would influence your conversion plan?

A third party tool do it for 'just in time' analysis' without waiting for the switch from ACTIVE to DUMP status. You can just use IFASMFDP with OPTIONS(DUMP).
