Yeah, I meant "response to the MODIFY" in the loose sense to include any resulting STC output, not in the formal sense of "MVS command response." With regard to not using the CART, it's like A. A. Milne said in Disobedience: if people are going to do that "well, what can anyone do?"
I'm not sure there is any reason to assume however that the STC does not use the CART. It might not, but then again, it just might.
