Then person B tells person C that /TLS/ is required. — Person B innocently substituted "TLS" in place of "encryption" thinking that it was the only way to meet the requirement. — So person C's working understanding is that /TLS/ specifically is required when that is not the case. Person A might be perfectly satisfied with an IPsec VPN.
So experience has taught me to /politely/ inquire if the strict requirement is for /TLS/ -or- /encryption/.
It may seem like a subtle difference. But the difference has technical ramifications.
