It's not complicated to look up a subsystem, but it could be an excessive path length. I've seen systems with over 200 subsystems defined, and the search is linear. As Peter said, some susbsystems exist only to provide a place to store a control block address; such subsystems needlessly increase the path length of looking up "legitimate" subsystems.
