If this CP is to be online from now on then update the lpar hardware profile to insure that it will be there after any deactivate/activate of the lpar. In the back of my mind I'm thinking during the IPL process the system looks at the profile to see what number of CPs should be online. I could be wrong, but I keep thinking I've run into the same situation and updating the profile fixed the issue.
