I think I have it. I had noticed this new Healthcheck with z/OS 2.3 and I 
intended to address it shortly.
BPXH081I The following problem was found with the SUPERUSER parmlib  
statement:                                                           
UserID xxxxxxxx is not defined to the security product.               

It hasn't caused me know problems in the past, probably been this way for 
several releases.

I bet this is my issue. Stay tuned, I need to decide the correct repair. And 
check my other LPARs
