It turns out that IKJEFT1B (at our shop, at least) needs something called RMOSTC which is used by CA-Deliver. Changing the shutdown syntax from "P RMOSTC" to "F RMOSTC,OFF" resolved the problem. (Although I can't say I understand why.)
