for some reason I didn't see the original post, I have a similar issue, for the first time, removing some devices, I've been successful when I hard activate the new IODF from one system on the CEC, all others should be OK with a soft activation. saying that, I still have an out of sync condition myself due to control units and devices being removed, I see my only alternative is to POR :( so ACTIVATE IODF=00 on one LPAR in the COMPLEX (FORCE POSSIBLY) then ACTIVATE IODF=00,SOFT on all the others
