I would take this as a clue.  When a service class has goals that are too 
high, WLM will try to achieve those goals.  If they are impossible to attain, 
the work done to try to achieve them is wasted.  You say that the 
performance is acceptable.  I would start by changing the goals so that 
they can be met more easily.

Yes.  If objectives can not be met, you are making WLM work too hard. 
It is easy to change the goals and see what happens.  If you don't like 
the results, you can change them again.
