****** Why is this EXCELLENT paper still a draft ???* ***** I think I've been confused by the terms "Relative Weight" or "initial processing weight" in IRD's HARDCAP world While I was more interested in the SOFTCAPPING - "defined capacity" - 4-hour rolling average world. Anyway, isn't the remark on page 2 of the same document not a bit confusing? *PLEASE KEEP IN MIND: Defined Capacity is only availabe when there is no hardcap (that is the relative weight is NOT enforced). Please note that the HMC will allow you you to set both a defined capacity and enforce the relative weight...
