As an alternative to the Software Depot itself, you have the option now to 
order a 3590 cartridge for a SAS z/OS install.  See the SAS.COM support site.  
Also, there have been discussions about the challenges with the SAS Software 
Depot and with SAS z/OS being an after-thought early-on.  Recommend going 
forward with the Software Depot approach, setup your zFS for SAS, and work 
through the challenge - it gets easier with each new maintenance/version 
upgrade.  And if it's frustrating enough, let SAS Tech Support know about it, 
for future consideration.

Regarding WPS replacing SAS, each SAS environment could be somewhat unique, 
exploiting various SAS components, either optional or part of SAS Base -- as 
usual, YMMV.  Yes, there are successful WPS sites, who converted from SAS -- 
will depend on complexity and workload-size.  Consider using the WPC/WPS 
supplied code analyzer to inspect your SAS programming/users suitability with 
WPS as an alternative solution.  For consideration, the MXG software operates 
under WPS.  And in my personal experience the WPC/WPS tech/dev guys have been 
very responsive to clients/prospects interested in some type of new function 
support.
