Depends on the medium.  In diamond, light moves at c/2.417.  Electricity
in a wire moves (paradoxically) at the speed of light in the insulation,
perhaps 0.7 c. (Roughly; and all frequency dependent.  Makes it hard to
keep the bits together.)
