No.
2) Would the absence of the APPLYed but not ACCEPTed product PTFs from the z/OS 1.13 SMPPTS adversely affect a future ACCEPT of them using the z/OS 1.13 GLOBAL zone?
Yes. ACCEPT uses the global zone for its input, so if the subject PTFs are not in the R13 global, then you can't ACCEPT.
As someone already suggested, add the ZONEINDEX subentries for the target and dlib zones to your R13 global zone and then use the GZONEMERGE command specifying CONTENT and FORFMID to copy the relevant SYSMODs, HOLDDATA, PRODUCT and FEATURE entries from the R11 global zone to the R13 global zone.
