If I go with your option which volume would DFDSS put offline when the restore 
is finished.  The new restored volume or the original volume?

I would change the receiving volume to a unique name, then use the COPYVOLID 
parameter.  DFDSS will take the volume offline 
when the restore is finished.  Then you can change the volume name to a unique 
name and bring it online.

Try with the following parameters:

  RESTORE FULL ADMINISTRATOR -
            COPYVOLID -        
          INDD(TAPE2) OUTDD(DASD1)

And, if you do option #2 (data set restore syntax), then you can do 
PARM='TYPRUN(NORUN)' which will read the tape and list the data set names on 
it, but not attempt to restore them.
