Which root filesystem? The /service directory or the file system
actually mounted as / while running 1.13? Did you set up your file
systems in accordance with the z/OS UNIX System Services Planning
manual? Have you read, e.g., "2.2 Establishing an /etc file system
for a new release", " 5.3.1 Command differences due to symbolic
links", in that manual?
