I had a similar issue with a service package that was larger that 8GB, about a year ago. IBM opened an APAR - it was JAVA that couldn't handle the package size . I didn't have time to wait so I ordered my service on tape. I don't have the APAR info handy at the moment, but will try to find it for you tomorrow, if you still need it. I recommend that you open a issue. The APAR may be reselved by now, in which case you could put the PTF for that, and try again or - The work around is to reduce the size of the package, by ordering parts of it at a a time, or order tape.
