Hi Peter, for building a one pack system you need a very deep understanding in various zos areas (like BCP, RACF, JES, Compile, aso.). Of course what is needed in such a system is dependent on what you want what your system should do when it gets IPL'ed. We have a software that maintain, build and clone z/OS systems and you can also build one pack systems from scratch. If you need further help than send me a note, its hardly to describe here because the processes are somehow complicated for building such a system.
