This would probably work for me.  But if you carry it to the extreme, why not 
nine different translation tables of 10 entries each?

I am sure that some math wiz will tell me that 3 tables with 1000 entries each 
is better than 9 tables with 10 entries each.  And if this is true, then one 
table with a billion entries must be even better.

So my compromise of one table for four digits plus another for five digits must 
be better than the 3-by-3 solution.
