A GDG dataset with the NOEMPTY,NOSCRATCH in an SMS managed environment will recatalog entries over the limit to a rolled-off status. These datasets will no longer be associated with the GDG base. Entries not associated with a GDG base will NOT be automatically concatenated when the related GDG base is used as a family. You will also have to delete rolled-off datasets defined as noempty, noscratch via some type of utility.
