No.  It was MVS/XA 2.2.3 + DFP 3.1.   MVS/XA 2.2.3 (compared to 2.2.0) is what 
was required to install DFP 3.1 under MVS/XA.   But you could have MVS/XA 2.2.3 
 and
still run DFP 2.4.
